  • Establish the JUIC (University–Industry–City) Triangle across Saemangeum, Jeonju–Wanju, and Iksan–Jeongeup
  • Create a regional think tank (JBNU Regional Development Institute) and operate programs to solve local challenges
  • Revitalize closed and idle university campuses, such as the former Seonam University in Namwon, to stimulate regional development
